Hyper-V breaks after installing the Jan 2022 Windows Update on Windows 8.1 (KB5009624)

Today is Jan 11th, 2022. After I applied the monthly patch on my Windows 8.1 machine, the local VMs no longer work. If I uninstall the patch (KB5009624), the VMs started to work again. Please help.

The error is "virtual machine could not be started because hypervisor is not running".

    Applies to Windows Server 2012 R2 KB5009624 update, the Windows Server 2019 KB5009557 update, and the Windows Server 2022 KB5009555
