Adds a Rules Privilege to a PSGalleryInVmAccessControlProfileVersion object.

Description

The Add-AzGalleryInVMAccessControlProfileVersionRulesPrivilege cmdlet adds a Rules Privilege to the provided PSGalleryInVmAccessControlProfileVersion object.

Creates a local PSGalleryInVMAccessControlProfileVersion object, then add two rule privileges.
