IISreset

1- First of all, open PowerShell as an administrator 

2-  In PowerShell, write the following script  "iisreset"  

If this will not resolve your problem check the following things.

IISManager

1- Check in IISManager that SharePoint Webservices default is running.

or

2- Check the Application Pool that "SharePointTokenServiceApplication" is running.

or

3-  Go to Central Admin -> Manage Service Application -> Delete the User Profile Service.
