How do I add/remove administrator? How do I update payment information?

Good morning! I need to speak to someone about our business account. We received to invoices for Azure Information Protection Premium & Online Services that have outstanding balances that need to be paid. We need to update the credit card information to handle these items. Also, the person that was administrator is no longer with our company, and we need to remove them from admin and replace with another. Whom can I speak to correct these issues.
