I can't upload a cloud backup of my Authenticator data.

I had reset my phone,I had reset my phone, I recovered my Microsoft account with the recovery code. When I later logged into the Authenticator app, neither all my passwords nor all my 2FA accounts were restored. Even though I turned on cloud backup, nothing was restored in my Authenticator account. How can I recover my old data?
