Thanks Durga Reshma Malthi, we do located at Australia, but looks like the issue you mentioned has been fully mitigated, but I just test a few min ago, the issue still exist. I did check the subscription status, they are all enabled. The receiving service is Terraform Cloud, will the issue on their side? Is there any way to get more detailed log from Azure DevOps?

For the last a couple of days, we are experienced significant delay of Service hook event, some of the event even stuck in Queued stage for more than 20 hours and still not proceed.

Please let us know which region you are in. If it is Australia East Region, then recently there is an outage - https://status.dev.azure.com/_event/668804415
Go to Azure DevOps -> Project Settings -> Service Hooks -> Subscriptions and check if the subscription is Enabled and not in restricted or disabled status. Go to History tab and look for patterns if events are failing with specific HTTP codes.
Ensure your receiving service like Azure Function, Service Bus, etc. is responsive and not causing retries.
If a particular subscription is in a bad state, try toggling it off/on or creating a fresh one.

Team is currently investigating. Please monitor for more updates.
Go to History tab and look for patterns if events are failing with specific HTTP codes. If you're using Azure Monitor or Log Analytics, you can route service hook events to an Azure Function or Logic App that logs payloads and timestamps.
You can also use API Endpoint for logs -
GET https://dev.azure.com/{org}/_apis/hooks/subscriptions/{subscriptionId}/notifications?api-version=7.1-preview.1Hope this helps!
