Could you please check whether any third-party driver or app is interfering with your system volume? To do that, boot your PC in a clean boot environment and drag the volume slider or use hotkeys to adjust it. See if you're experiencing the same problem there.

Meanwhile, please try updating or reinstalling your audio drivers and see if it helps. (In a normal environment)
- Open the Open Device Manager.
- Select the arrow next to sound, video, and game controllers.
- Right-click your default audio driver (e.g., Realtek (R)), select Update driver, then select Search automatically for drivers. Follow the instructions to complete the update.
If Windows cannot find any updated drivers, reinstall the drivers.
Right-click your default audio driver (e.g., Realtek (R)), select Uninstall device, select the Attempt to remove the driver for this device check box, and then select Uninstall.
Once uninstalled, restart your computer.
Adjust your system volume.
