I am preparing a submission to the UN CAT, documenting systemic psychological harm and procedural minimization within New Zealand’s state owned framework. I have been using Microsoft Copilot to structure evidence, draft this submission, contact agencies for requests, and build modular inserts for my submission.

Until recently, Copilot was able to access and support analysis of a key webpage containing my advocacy work. As of today, that page has been blocked under a “ContentFiltered” designation. This has disrupted my ability to continue building my submission and raises serious concerns about digital suppression of claimant-led critique.

I am requesting:

  1. Clarification on why this page was flagged and what criteria used.

Review of the filtering system’s impact on human rights documentation and institutional accountability.

Restoration or exemption for content that supports legitimate advocacy and UN reporting.

This filtering undermines trust in digital tools meant to support transparency and justice.
