Hi russell birkett,
Welcome to Microsoft Q&A and thank you for bringing up the issue with installing Intel® Connectivity Performance Suite (ICPS) and Intel® Connectivity Manager (ICM). I understand this has been a recurring problem, and I appreciate your patience.
The error 0x8004070F (-2147219697) is a known issue that typically occurs when the installer is interrupted or fails silently. This has been widely reported with newer ICPS versions and is often due to:
- Incomplete or misconfigured installation packages.
- Missing or incompatible drivers, especially on systems not using Intel® Evo™ or vPro® platforms.
- Limited hardware support, which restricts full functionality and may prevent installation.
Intel has not yet released a definitive fix, and many users have experienced similar issues throughout 2025:
Intel Connectivity Performance Suite installer problem
Intel connectivity performance suite 21.23.294 installation fails
Can't install update Intel® Connectivity Performance Suite (ICPS) version 40.25.3240
The ICPS driver fails to install successfully.
If your current version is functioning well despite limited features, updating may not be urgent. But if you'd prefer to fix the installation issue, here are the steps I recommend:
Step 1: Stick with the reliable older version
As long as the previous version performs adequately, it's fine to continue using it unless you specifically need capabilities introduced in the latest release.
To ensure a smoother experience and prevent unwanted popups or failed update attempts, I suggest removing the ICPS startup task:
- If you see popups like icpslauncher.lnk errors, open Task Scheduler.
- Locate and delete the Intel Connectivity Performance Suite Startup Task.
- This prevents ICPS from trying to launch automatically after reboot.
*Step 2: Disable automatic updates via Intel® Driver & Support Assistant (DSA)
This prevents repeated installation attempts that may fail. You can do this by:
-Opening Intel DSA.
- Navigating to settings.
- Turning off automatic update prompts for ICPS.
*Step 3: Perform a clean uninstall and reinstall
- Uninstall ICPS from your system:
-Go to Control Panel > Programs > Uninstall a program.
-Locate Intel® Connectivity Performance Suite.
-Right-click and select Uninstall.
- Manually remove related drivers: icpsextension and icpscomponent:
To remove them:
-Open Command Prompt as Administrator.
-Run the following command to list all drivers:
pnputil /enum-drivers > C:\driver.log
-Open C:\driver.log and search for ICPS.
-Note the Published Name (e.g., oem15.inf, oem16.inf) for both ICPS drivers.
-Run the following commands to uninstall each:
pnputil /delete-driver oem15.inf /uninstall
pnputil /delete-driver oem16.inf /uninstall
-Restart your system to complete the cleanup.
- Reboot your device to clear any residual components.
- Reinstall a known stable version:
If you wish to reinstall ICPS:
-Use a known working version like 21.22.1168 or 30.24.475.
-Avoid newer versions (e.g., 30.24.576 or 40.25.3240) which are known to fail with error 0x8004070F.
*Step 4: Check system compatibility
-Confirm that your device supports Intel® Evo™ or vPro® platforms.
-Ensure your wireless hardware supports Wi-Fi 6/6E or higher, which ICPS relies on for full functionality.
