Solved this by upgrading to the Standard support plan and having Microsoft restore the server.
Restore Deleted Database

We've been following the instructions in this doc: Restore a deleted logical server (preview) - Azure SQL Database | Microsoft Learn
But the cmdlet referenced doesn't seem to exist. We've tried the API method and got an operation start time message back but there doesn't seem to be a way to track it.

cmdlet isn’t appearing in your environment, it may be due to one of the following:
- Your subscription doesn’t have the preview feature enabled.
- You're not using the latest Azure PowerShell module, so the cmdlet isn’t available in your installed version.
You can restore a deleted Azure SQL database using either PowerShell or Azure CLI.
az sql db restore \ --resource-group "YourResourceGroupName" \ --server "YourServerName" \ --name "DeletedDatabaseName" \ --dest-name "NewDatabaseName" \ --deleted-time "DeletionDate"For more information, please refer the document:
