I am currently having an issue navigating the permissions for users. Right now all users have the ability to delete projects and repositories. I want to change this allow them full access minus the option to delete projects and repositories.

Azure DevOps doesn’t give you a single full access minus delete toggle but you can do it by adjusting permissions at both the organization or project level and repository level.
To prevent users from deleting repositories -> Go to Azure DevOps -> Project Settings -> Repositories -> Select your repository -> Security -> Select the group in which users has access -> For Delete or disable Repository, set it to Deny -> Save.
Only Project Administrators or Organization Owners can delete projects. Go to Organization Settings -> Permissions -> Select the group your users belong to like Project Administrators, Project Contributors, or a custom group -> Permissions -> Delete team project -> Set this to Deny.
