Not being able to deploy a VM on westeurope region despite having quotas and no restrictions on specific VM

I am trying to provision a VM in westeurope region but i get "The requested VM size for resource 'Following SKUs have failed for Capacity Restrictions: Standard_D2s_v3' is currently not available in location 'westeurope'. Please try another size or deploy to a different location or different zone. See https://aka.ms/azureskunotavailable for details."
I have checked that have no restrictions in my subscription on that VM type. Furthermore quotas are available. I have tried all 3 availability zones and multiple other VM types

You can use the Azure CLI or Azure Portal to check available VM sizes in the westeurope region.
az vm list-sizes --location westeurope --output tableIf
Standard_D2s_v3is unavailable, consider switching to a similar VM size like Standard_D2s_v4.If West Europe is critical, try nearby regions like North Europe or UK South, which may have better availability.

2025-08-12T13:21:02.9933333+00:00 Thank you but i have tried a lot of other VMs and have the same issue. Switching to other region is not an option (i have databricks that is setup in this region). What would be other reasons why i cant allocate VMs ?
