- Are you able to access https://rewards.bing.com/ website in an incognito tab and also when using different web browsers such as Chrome or Firefox?
Also, connect your mobile device to a Mobile hotspot network instead of Wi-Fi and see if you can access the rewards website without error.
And, try resetting your Microsoft account password -
Please use the following link to reset the password: https://account.live.com/ResetPassword.aspx
Once you've changed your password, sign in with the New password on the rewards page. See if it works.
