When was the last time it worked properly? Are you using a Wireless USB Adapter? If so, please try it on another device and see if the issue persists.

Select Power Options
On the left side, click "Choose what power buttons do"
Click "Change settings that are currently unavailable"
Under Shutdown settings > Turn off fast startup
Power off the system then pull the power cable from the laptop, wait for 15 minutes.
Power back on
Please try to run SFC and DISM to check for any system errors and corrupted files.
If the issue persists, what is the exact make and model of your computer?
