outlook 2013 upgrade stuck with "Upgrade In Progress" message...OL does not work now

OL throws an error "Not Implemented" when I attempt to send emails or add an appointment to the calendar. I found this notice within OL under Info....appears to be STUCK on upgrading to outlook 2013, also I am NOT on a metered internet service

2025-08-11T22:59:55.4166667+00:00 I found a video that explains you need to "repair" the Office 2013 Suite app....which did resolve my issue.
