Compromised account

My main account was hacked on May 30 and to this day I'm trying to recover it. The hacker changed the every login information to it. I contacted support, proved my ownership and yet they say that due to "security policy" they are unable to change that info back to its original state.

What security? The one that lead to my account being hacked?

I tried using the ACSR form but it asks for information that I can't provide like previous passwords which I don't remember because I always used the email code or if there were any purchases made and it asks for credit card information while I paid with PayPal.

Is there anything else that I can do or is it over and my account is gone forever?

    The only way to recover a hacked account is through the official Microsoft website:

    If it doesn't work, and since the email address has been replaced by the hacker, I'm afraid there is no other working method to recover the Microsoft account, and Microsoft Support cannot help either.
