Error Code 0x800700c1 when installing Windows 11.

I get the same error code on the following also pending updates:

  • Feature update to Windows 10, version 22H2
  • 2025-07 Cumulative Update for .NET Framework 3.5, 4.8 and 4.8.1 for Windows 10 Version 22H2 for x64 (KB5062154)
  • 2024-01 Update for Windows 10 Version 22H2 for x64-based Systems (KB5033052)
  • Microsoft .NET Framework 4.8.1 for Windows 10 Version 22H2 for x64 (KB5011048)

The first of these is confusing to me as winver says I am already on Windows version 22H2.

How can I fix the issue and update to Windows 11, preferably without a completely fresh install?

    Please run the fix below. It replaces the corrupt modules with good copies, sourced from my GitHub page.

    • Download Farbar Recovery Scan Tool 64-bit. FRST64.exe
    • Download fixlist.txt
    • Save Fixlist.txt to the same folder as FRST64.exe.
    • Close all programs.
    • Launch the Farbar Scanner tool (FRST64.exe) and click "Fix".
    • Restart Windows when prompted.
    • Upload the output log file (FixLog.txt) to your OneDrive.
    • After restarting Windows, run "DISM /Online /Cleanup-Image /RestoreHealth" and post the output.

    Note: If Microsoft Edge or Chrome mislabels the Farbar Scanner executable as PUA/malware, choose to keep it by tapping … in the bottom bar, choosing Keep, and then choosing Keep anyway in the dialog that appears. See this screenshot. It's a safe tool used in most antimalware forums.

    Please upload your CBS logs to OneDrive or GoFile.io and share the link here. To collect the CBS logs, open admin PowerShell and run:

    GCI -Path 'c:\windows\logs\cbs\*.log', 'c:\windows\logs\dism\dism.log' | Compress-Archive -destination (join-path ([environment]::GetFolderPath('Desktop')) \CBS.zip)
    

    This creates a file named CBS.zip on your desktop. Share it on OneDrive or GoFile.io and post the link here.
