Resource name not available while it previously was

I am trying to create a postgres server with the name db-psql-data-stack-sb-01

I had initially deployed a postgres server with this name in December last year. Then, a similar issue to this occurred: https://github.com/hashicorp/terraform-provider-azurerm/issues/16622

Since then, I am unable to create a resource with that name. It could be a coincidence that someone else has taken that name, but to me it feels like it is still not available due to the above issue.

I'd like to know two things:

• How do I know for sure that someone else has not taken the resource name?
• Can there be an update on the issue I've mentioned? There is a PR that tries to fix that issue, but no one has had a look at it yet.
