Users can't upload or edit, they can still go through their files, delete some if needed, and free up space. It's important to actively manage storage before it hits that limit to avoid disruptions. If you'd like to avoid these storage ceiling issues, consider reviewing the storage allocation and usage between your users or possibly requesting additional storage from Microsoft Support if necessary.
