setup.exe /configure configuration.xml not working even when i ran it in powershell as administrator

I have tried severally to install my microsoft office using ODT, but it keep on failing to install. I changed directory, run the command as an administrator, still no positive outcome

    If setup.exe /configure configuration.xml isn’t working, make sure both files are in the same folder, open Command Prompt or PowerShell in that folder, and run it as admin. Double-check your configuration.xml for any syntax errors, since even a small mistake can stop the install. Sometimes it works better in Command Prompt than PowerShell, and remember ODT needs internet to download Office, so a slow or blocked connection can cause it to fail.
