Yes, there is an outage that VMSS self-hosted agents are consistently receiving 401 errors when connecting to Azure DevOps services in Australia East region. It was due to the stress caused by abuse leading to slowdown and failures for both self-hosted and Microsoft hosted regions.
The current mitigation involves blocking certain organizations to address the abuse causing system stress.
Engineering teams are actively working to understand and mitigate the issue, with ongoing analysis of diagnostic logs from failed VMSS instances.
