Azure PostgreSQL Flexible Server restart failed

My PostgreSQL Flexible Server has an unresponsive VM agent causing:

  1. Server reports "Ready" state but cannot perform operations
  2. All CLI commands fail with "Cannot complete operation while server is in 'Ready' state"
  3. Auto-migration from PostgreSQL 11 failed due to VM agent issues
  4. This matches the known issue where VM agent becomes unresponsive

The issue I'm facing coincide with what is reported here

    Following up on the discussion, the Azure Database for PostgreSQL Flexible Server in the Azure portal is unable to perform any operation with error message., Restart and stop operations are only supported on servers that are in 'Ready' state. Server 'xxx' is in 'Ready' state.

    As mentioned, we attempted to mitigate the issue by getting back the server online. The cause of this issue is because of the VMagent is unresponsive.
