Why is event viewer constantly showing ID 7000 followed by ID 10005?

I noticed this pattern several times in event viewer. What does this all mean? Is this hinting a malware?
Event ID 7000: The ConsentUxUserSvc_afffe service failed to start due to the following error: Access is denied.
followed by
Event ID 10005: DCOM got error "5" attempting to start the service ConsentUxUserSvc_afffe with arguments "Unavailable" in order to run the server:Windows.Internal.Shell.ConsentUx.Details.ConsentUxService
