It seems you're having trouble creating compute resources in Azure AI | Machine Learning Studio, specifically running into a "Provisioning error: Failed to fetch compute schedules." Here’s what you can consider:

I could not find any issue with same error trace.

But below might be possible reasons.

SKU and Regional availability:

Standard Ds3 V2 quota might not be available in that region, or You don't have quota on Standard DS3 V2.

Please retry with another compute quota

Transient issue on backend

Please check your available quota from here, if you have quota, Test other regions and SKU

Permission

Please make sure you have Azure ML Data Scientist permission on top of owner or contributor roles to create deployments

Virtual network

If you have virtual network enabled on Azure Machine learning workspace, please make sure that you are selecting virtual network while creating computes if public access is fully disabled.

To deploy resources into a virtual network or subnet, your user account must have permissions to the following actions in Azure role-based access control (Azure RBAC):

• "Microsoft.Network/*/read" on the virtual network resource. This permission isn't needed for Azure Resource Manager (ARM) template deployments.
• "Microsoft.Network/virtualNetworks/join/action" on the virtual network resource.
• "Microsoft.Network/virtualNetworks/subnets/join/action" on the subnet resource.

• What specific SKU are you trying to use for your compute resource?
• Are there any particular regions you are targeting?
• Please share details on subscription plan type
• Is the AML workspace virtual network protected
