How to fix Windows 10 update not working without cutting the power to my PC?

I've had this problem for a couple months now; I update Windows, the update gets to 30%, my PC restarts, but then I presume it never finishes the restart. Once it gets to that point, I can see the PC is on (or at least the RGB and fans are) but none of the peripherals seem to function or work. The monitor is on but it's not receiving any input. My keyboard, mic, and headset all seem to be off due to lack of any lights/RGB. The mouse seems to be on but doesn't do anything. Not even the power button to my PC works. I've tried many things already, but to no avail. I've seen many other people online with similar problems, and I've tried the solutions to those, but none of them have worked so far. The only way I've gotten the update(s) to work is to completely cut the power to my PC, which I know is potentially harmful to the components inside. Does anyone have any advice on what I should do?

    What is the current version and build of windows. Type winver in Search and select the top result.

    If you select Start > Power > Restart does the same thing happen?

    Go to Control Panel > Hardware and Sound > Power Options. Select Choose what the power buttons do, select Change settings that are currently unavailable and uncheck the setting for fast start-up. That may prompt for a restart anyway but carry out a restart if it doesn't.

    So far as peripherals are concerned remove any extras so there is only keyboard and mouse connected and try a restart again.
