Thanks for sharing the details; there are a few reasons why there may be no option to upload verifiable identification documents.

Azure’s identity-verification flow only surfaces the Upload ID option when below of the following are true and when,

Signed in: you are signed in with the account in the Account Administrator (classic subscription) or Owner role (RBAC) for that subscription.

• check if you are in the correct Azure AD tenant directory tied to the subscription’s billing profile.
• make sure No existing pending or failed verification process is blocking the UI from showing the upload step.

Account Type Restrictions: If the subscription is linked to a work or school account (Azure AD organization), Microsoft typically does not request personal ID uploads, as verification is handled by the Azure AD tenant administrator through other approved methods such as phone, email, or organization verification.

Region or Policy Limitations: In some countries or regions, Microsoft’s identity verification process does not use document uploads for compliance reasons, instead relying on phone verification, credit card verification, or email confirmation.

Multiple Failed Verification Attempts: If there have been any repeated failed verification attempts, Azure may temporarily block the ID upload option for fraud prevention, requiring support to manually reset the verification process.

Subscription State: If the subscription is in a Disabled, Past Due, or Pending Review state, the document upload step may be skipped entirely.

If any one of these is not met, you will not see the upload control.

To fix the issue, look for a Fix Now button in your Partner Center Partner Centeror account settings. If available, use it to re-trigger the verification process and upload necessary documents.

Ensure that the user details on the account match the details on the supporting government-issued ID document provided to obtain the verifiable credentials. If there's a mismatch, either update the personal information in the tenant or use a government-issued ID document with matching details.

Identity verification can be in the Passed, Rejected, or Challenged state.

If identity verification is Rejected and you don't see a Fix now button, there's no further action required. The account is suspended.
