Based on your description and the screenshots you provided, it appears the screen time limit is preventing you from accessing your account.
If your account is under the Microsoft family, please have the owner of the parent/Organizer account sign in to https://account.microsoft.com/family
Then click on your main account's profile picture > Select Windows tab > Under Screen Time, scroll down to the Devices > Windows Devices > click on the 3 dots symbol "Edit Device Limits" > then Turn limits off.
Once it's done, sign out of the parent account, restart your device, and sign in to your main account, then check if it works.
