The provisioning error you're encountering for Standard_NC24ads_A100_v4 or Standard_NC48ads_A100_v4 VMs in the West Europe region, even when quota appears sufficient, is a known issue related to capacity constraints in Azure, particularly for large GPU VMs like the A100 series.

If you have checked your quota and confirmed it is sufficient and are not setting additional restrictive VM constraints beyond size then the issue is almost certainly due to low regional hardware availability, not a configuration or quota problem.

You can try again after some time or select a different VM size you refer the below SS and documentation for more details

Retry Allocation Later: Sometimes, resources are freed as other customers deallocate machines. Retrying the deployment after some time can help, though success is not guaranteed.

Remove or Relax Constraints: If deploying with zonal constraints (specific AZ), try removing them to allow Azure to allocate the VM anywhere within the region. Consider disabling features like accelerated networking, UltraSSD, or proximity placement groups.

Change Region or VM Size: If possible, consider switching to a different region where capacity may be available, or choose a smaller/lower-demand VM size.
