If no administrator can access the tenant, the only viable path is via support.
The Azure Data Protection Team can verify your ownership and temporarily exclude your account or create a new Global Admin to restore access.
You can reach them by calling 866‑807‑5850 (US number)
For urgent cases, ask for a "Sev A" (Severity A) case to speed up response time.

If no Global admin can access on your tenant , you have to contact Microsoft support.

Yes, please update the Azure/0365 Data Protection support team, we have submitted an incident ticket for this matter (2508070040001503) top priority, this CAP policy has affected all business activities and admin and non admin users within the tenant. All tenant access has been blocked since last day, I had excluded the Global Administrators group in the CAP policy, but unfortunately this policy was also applied to the Global Admin user and it applied to all tenant users, unfortunately causing a major disruption.

Once contact is established, you’ll be asked to verify your identity to confirm you are an authorized user. After successful verification, the engineer will proceed with making the necessary changes to remove the block on your tenant.
