admin.microsoft.com not prompting for MFA

I have conditional access policies enabled for admins and all cloud apps require MFA.

The admin portals like azure do prompt for MFA but when i go to admin.microsoft.com, i can login with just the username and password. There is no prompt for MFA.

How can i force admin.microsoft.com to prompt for MFA?
