admin.microsoft.com not prompting for MFA

I have conditional access policies enabled for admins and all cloud apps require MFA.

The admin portals like azure do prompt for MFA but when i go to admin.microsoft.com, i can login with just the username and password. There is no prompt for MFA.

How can i force admin.microsoft.com to prompt for MFA?

Hello James. There are a few key points explaining why you are not getting a multifactor authentication prompt on sign in, even though you have enabled conditional access policies.

Microsoft is currently rolling out MFA enforcement on a phased schedule. Since August 2025, Microsoft has begun requiring MFA in phases in major admin portals. The Azure, Microsoft Entra, and Intune admin center approaches require MFA for all CRUD actions today. Starting in February 2025, the Microsoft 365 Admin Center (admin.microsoft.com) will begin enforcing MFA, although not all tenants are at that phase yet. That means it is possible that admin.microsoft.com may allow access without an MFA challenge, even though the conditional access policies have been applied to your tenant.

In order to ensure MFA is enforced, Microsoft recommends reviewing your Conditional Access policies in the Microsoft Entra admin center, to verify that admin.microsoft.com is listed explicitly under cloud apps. You could also enforce MFA broadly by enabling Security Defaults or by configuring per-user MFA.

I dont see admin.microsoft.com specifically as an option under All Resources or formerly All Cloud Apps. I have ALl resources selected under target resources. When i select "Select resources" i do not see admin.microsoft.com or Admin Center in the resources list.
