Currently trying to fix streaming problems

So currently I am having a problem with streaming and connectivity issues on my pc and so far I think we narrowed it down to something on the pc. The last person who helped me told me to record the incident on Wireshark and I did. I'm tired of this and just want someone's help that doesn't quit on me. I will provide all the information I have on here that I've compiled from reddit, and multiple Microsoft answers. I stream on OBS Studio at 4500 kbps and have a download speed of 300-400 and an upload of 20 mbps.

Next is all the different things I've been told to do and try:

Disabling and Uninstalling VPN

Updated Windows, Graphics Card, and Network Adapters to latest versions

Resetting Network Stack

Update Repair

Changed what server my stream is hosting to

Restarting router/modem

New equipment

Firewall

Antivirus

I’ve tried changing the video encoder in OBS

Trying dynamic bit rate on and off

Enable and Disabled Network Optimizations

Enable and Disabled TCP Pacing

I’ve also tried Ethernet
Control Microsoft Store Automatic Updates and Background Activity
Reset Network and Perform Clean Boot 
Update Router Firmware and Check QoS

Wireshark info: It does the same thing for long periods of time but it goes on for about 1200 seconds. the 900-1200 second mark is around the time the incident happens I believe but just incase you should probably view all of it.

    Hi ,

    What's your PC configuration?

    Where do you stream on Twitch, Kick, YouTube, etc.?

    What happens? Does the stream drop or does the image freeze during the stream?

    Did you test with a different PC or internet connection?

    Hi ,

    Here's what you'll do:

    Open the command prompt (admin) and run the commands: net user Administrator /active:yes. You'll restart the computer and log in to the administrator account, depending on the error messages and software access to Microsoft 365 systems.

    You'll log in to the local administrator account; we'll run the test using that account.

    Open the command prompt (admin) and run the commands: sfc /scannow and dism /online /cleanup-image /restorehealth. Wait for the process to finish and restart the computer.

    Then perform a clean boot and, if you want, uninstall applications you don't use.

    In this case you need to suspend bitlocker to do bios update.Here's how to suspend BitLocker protection:

    Open the Control Panel.

    Select System and Security > BitLocker Drive Encryption > Suspend Protection.

    Select Yes

    Install this Drivers:

    In this case you need to Resume bitlocker to do bios update.

    Open the Control Panel.

    Select System and Security > BitLocker Drive Encryption > Resume Protection.

    Select Yes
