Password reset loop - submitting the form never creates a ticket on 2FA account

I lost my password due to a system update / format. I have reset the password via 2 different 2FA methods, twice and attempted the support page to unlock your account, submitted the form, attempted calling Microsoft, all to no avail.

The password has been reset twice via 2FA. When I attempt to login, it still says account locked / incorrect password.

I just need access to my email again, it's very frustrating to have a locked account with my banking information on it and nobody to remove the lock - even if I request paid support (which I already pay Microsoft for monthly on a subscription to their premium services).

Please help

    If the issue persists, I highly recommend you submit a reinstatement form as a last resort:

    (This is not an account recovery webform/ACSR)

    You may receive the results via email within 48 - 72 hours.

    If you haven't received a response to the reinstatement request you have submitted after 72 hours, please check your email inbox, junk, and spam folders in case you receive it there.

    Please try waiting exactly 24 hours, then try resetting your password again via 2FA using different browsers, network services, and devices to see if it works.

    Important: The account recovery form can only be used if two-step verification isn't turned on.
