recently reset MDM device getting message like "This app has been blocked by your system administrator " ? not even allowing to run as administrator ?

I recently reset the device and now I'm encountering the message: "This app has been blocked by your system administrator." I'm also unable to run anything as Administrator.

Would creating and applying a LAPS policy help in this situation? Specifically, can I use the LAPS-managed local administrator account to log in and make the necessary changes?

Additionally, what is the best way to trigger an Administrator credentials prompt in this scenario?

Appreciate your guidance on the best approach.
