so basically, the above error indicate that the resource tenant has enabled Microsoft Entra Cross‑tenant Access Settings to block inbound access from organizations not explicitly allowed. In your case, your Azure AD tenant is not yet on their allowlist, so your users and apps are blocked from logging in or consenting to the Azure VPN application.

so below option you can try:

Contact Your Admin: You'll need to reach out to the IT department or the administrator of the msazurecloud.onmicrosoft.com tenant. They will be the ones to grant access or change the permissions associated with your account.

Use the Admin Consent Workflow: If the admin consent workflow is enabled, users can request admin consent directly from the application’s sign-in screen. You'll typically see an "Approval Required" prompt. Follow these steps:

if you are admin then follow these steps, if you are not admin then ask your admin to do the steps for your resource.

Send a request asking them to add your tenant in their Cross‑tenant Access Settings:

Configure Inbound access to Allow for your tenant.

What I need is how do you make a request to msazurecloud.onmicrosoft.com tenant to add my tenant ID to the msazurecloud.onmicrosoft.com tenant and allow me access to grant admin consent to Azure VPN so it will be added to my applications section? Do you have an email or phone number to msazurecloud.onmicrosoft.com tenant so I can request access and be unlocked. Please let know, thank you.
