Can't deploy o3 deep research model in Azure AI Foundry despite granted access + correct region

I've applied for and received access from Microsoft's Cognitive Services team to Azure OpenAI Service with o3 deep research model. I'm following the onboarding instructions provided to me at learn.microsoft.com (source below). but I'm unable to deploy the o3 deep research model.
What I've done so far:
- created a resource group in Azure Portal for the supported region (West US),
- Created and added the Grounding with Bing Search resource to the same resource group,
- Created a new Azure AI Foundry project for the same resource group and region
- Trying to deploy the required models from the model catalog (4o and o3-deep-research), but I can't click confirm to deploy the o3-deep-research model despite it showing up in the model catalogue
What am I missing?

Please check you have Cognitive Services OpenAI contributor permission on top of owner role on Azure OpenAI resource
Supported regions are West US and Norway East.
Please deploy in both regions and test
Once the model is deployed, we can use it under Deep search tool as mentioned in below document.
Note: currently only available with Azure AI Foundry Agent Service as a Deep search tool. Won't work in Chat completions and Response API
If the issue persists, please share application id in private message to confirm the region

2025-08-04T22:21:56.4733333+00:00 Thank you @Manas Mohanty I've added the contributor role. Now it seems I have no quota to deploy the model to the West US region or any other region. I submitted a form to request quota, but who know how long that will take. I'm okay with purchasing quota if that's an option, but could not find it. Is there anything else I can try?

2025-08-06T01:54:50.3633333+00:00 They have acknowledged the issue. Currently, Quota is not being provisioned for low and medium trust customers for O3 series models even if access is being cleared from Gating team.
We have to ask quota increase request for O3-deep-research model again.
But PG confirmed there is no available quota for O3-deep-research model at the moment.
So, they might waitlist your new application.
Feel free to submit quota for other GPT series and O series-mini models.

Please share the information with the PG team and kindly ask them to reassess the quota request. The deep-research model access is vital to my consultancy work for an enterprise customer. It will help to increase leadership buy in for further AI investments for Microsoft products and services.
