azure cloud services extended support can't deploy

As per this document - https://docs.azure.cn/en-us/cloud-services-extended-support/deploy-prerequisite - As of March 31, 2025, cloud Services (extended support) is deprecated and will be fully retired on March 31, 2027.

Are QA and production in the same region and which Cloud Service you are trying to deploy

Ensure you has Contributor or Owner role on the subscription/resource group.

Same region different subscription. Resource permissions are good, we published last week without issue

We are trying to deploy Standard D4 V3 cloud service extended support

When your Azure deployment for Standard D4 V3 Cloud Service Extended Support gets stuck at "deployment in progress" for hours, while the same package deploys fine to QA in the same region, it often indicates stuck deployment locks or a deployment state issue at the subscription or service level.

Look for any deployment lock files on the service and delete them. Cancel any existing stuck deployments manually if possible. Review the deployment logs for errors and retry the deployment after these cleanup steps.

Check for deployment lock files on the target environment that might block new deployments and delete these lock files if accessible. Then restart the service and redeploy.

Confirm there are no active deployments stuck or conflicting. Sometimes active but orphaned deployment states can block new deployments.

Verify all resource permissions again, even though you mentioned they are good, and ensure no policy or quota limits are blocking the deployment.
