Thank you for the answer. I have tried it already but i am not able to find the app config which was deleted.
So dont know what to continue here

Soft delete is enabled for the App Configuration?
Enable Purge Protection in an existing store
Do you see anything in this list?
List, recover, or purge a soft deleted App Configuration store

I am not sure whether the soft delete was enabled or not as it was configured by some other person. and also I tried the steps you recommended and was not able to find my deleted appservice so for now i have created a new one. Thank you so much for your answer

as far as I know: If there is nothing listed to restore the data is "gone" after successfully deleted.
