Migration not working in exchange server

We have a client whose Exchange Server 2019 was impacted by a ransomware attack about a month ago. As a result, we migrated all services to a new server. While everything is functioning properly after the migration, the email migration process(On-prem to cloud and cloud to on prem) has stopped working and we have been unable to resolve this issue. I am reaching out to seek your assistance in exploring any possible solutions.

Error we got

we increased the time in (C:\Program Files\Microsoft\Exchange Server\V15\ClientAccess\exchweb\EWS) also but did not worked

    Based on the error message you shared: 

    The call to 'https://mail.abcd.com/EWS/mrsproxy.svc' timed out... Increase the timeout value passed to the call to Request or increase the SendTimeout value on the Binding... 

    It appears that the migration is failing due to a timeout when attempting to connect to the MRS Proxy service. After researching this error, I found a Microsoft support article that describes a similar issue and may offer some guidance: 

    “The remote server returned an Error 404” or "HTTP request has exceeded the allotted timeout" error when you move a mailbox from on-premises Exchange Server to Exchange Online - Microsoft Support

    Thank you for your response. However, this approach won’t work for me, as the users and database are the same during the migration from the on-premises server to the cloud.

    Here’s the process we’re following:

    Step 1: Place the user in the Active Directory Sync OU
    Step 2: Ensure the user appears as a MailUser in Office 365
    Step 3: Begin migrating the user from Exchange on-premises to Exchange Online

    The issue arises once we initiate the migration process.
