Loop trying to submit support request in Azure

My org is migrating from GCP to Azure. We started a new pay as you go subscription, and have been migrating a ton of data to azure blob storage. In doing this, our subscription got flagged for suspicious activity and is now disabled with a message saying to contact support to resolve the issue.

The problem is, when I try to create a support request, the recommended solution is to create a support request... I'm either missing how to move forward and create a request or something is broken and isn't allowing me to do so.

The recommended solution message is:

Resolve issues with a disabled subscription

Your account or subscription is disabled for security reasons.

We detected suspicious activity or terms of use violations and disabled your subscription to protect the owner of the payment instrument and Microsoft. If you believe this is an error, continue to submit a support ticket with the security team to review the decision.

Any one have any experience with this?

    5. Select your subscription from the dropdown and click Next

    6. At this point there will be a delay of several seconds, and then various options will be displayed. Click Create a support request button at the top. DO NOT CLICK any of the other options.
