Unable to select On-premise Data Gateway region after installing Microsoft Fabric capacity

Background: I have an On-premises data gateway Azure resource and the On-premises data gateway service installed on a windows server. I want to add a second service to the cluster for redundancy.
Problem: The On-premises data gateway service Configure step shows no longer allows me to select a region. In addition, the gateway and cluster gateway drop-down are empty. This is true for both New and Migrate options.
What changed? My org onboarded Fabric since we installed the azure clusters. Our first fabric capacity is West US.
Our pre-existing clusters are in West US 2.
This is a blocker, how do I select a region after installing Fabric?
