Hello,
This isa volume license edition of Windows Enterprise. The product key installed is a generic Product key that requires the machine to look for an Internal Corporate Activation Server (KMS Server).
If you are part of the company you should contact your IT staff for assistance with help locating your company KMS server to allow you to activate.
If this is an individual machine ( home user for example) you need to contact whoever ingot you that copy of Windows with that product key installed.
The key you have only works with internal corporate activation servers.
