Setup wallpaper with System Information

We have a requirement for configuring and deploying a Desktop wallpaper via Intune with the following properties:

1. The wallpaper should display System Information. something like below(we would like to increase the properties to include OS versions and build numbers as well).
   
2. In addition to above, we would like to have some customization based on the build number as well. For an example, if user is on Windows 10 and lower than <x.y.z> build number then a message should be displayed - "Please contact Helpdesk to keep your Corp access working" or "Visit <our internal SP site> to keep your device compliant".

From my self-research it seems Intune does not have a native solution for this and we might need to leverage bginfo with some scripting customization. I would like to have some help from this community incase someone has already worked on a similar setup before or has some suggestion on how could we achieve our requirement.
