What I see in the picture you shared is Windows 11, not Windows 10. That's why you don't have the "I don't have internet" option.
Do the following:
- When you reach the "Let's connect you to a network" step, press "Shift + F10" to open the Command Prompt.
- Type the command below and press Enter.
OOBE\BYPASSNRO
(O is not the number 0, it is the capital letter o.)
Your system will restart, and the Out-of-Box Experience (OOBE) dialog will reappear. Follow the on-screen prompts to continue the setup. When you reach the "Let's connect you to a network" step, select "I don't have internet" to proceed without a network.
