How to show some message to user in Explorer for VFS apps based on CloudFile APIs

Creating a prototype app similar to OneDrive, where we need to show some user action message to the User when app is not running or when user has signed-out from VFS app, similar to what is shown by OneDrive.
Can someone suggest how we can achieve it?
