Exchange not accepting valid password

One of our users account got locked out. We changed their AD password. Now Exchange refuses to let them log in. Outlook always prompts for credentials, and when entered rejects them.

OWA says credentials are incorrect.

We have the creds in a notepad file to ensure they're being typed correctly.

The user can log into his PC and any other AD synced systems perfectly fine.

We've tried clearing cached cred's - This did not fix the issue

We've tried a new outlook profile - This prompts for Creds, which fails - so no fix there either.

Only one user having this issue with outlook 2019 and exchange 2019

(note: this forum did have a question posted but MS have retired it, so now I have to re-ask the same question)

    Based on your description, we understand that one of your users is unable to sign in because Exchange Server 2019 is rejecting the login attempt.  

    To assist you better, could you provide more information: 

    When account credentials cannot be verified, does Outlook display any specific error code?  

    Have you tried logging into this account on another device using Outlook? 

    Is this user account under any special policies before?
