Hero moves down under other web parts on SharePoint site mobile view

Hi, we created a modern SharePoint site using the Organization Home template which has a sidebar all the way down. I added a hero web part with the slides in a carousel.

Looks fine on desktop but on mobile, the hero moves way down the page, and the less important sidebar parts all move to the top.

Is there any way to force a web part to the top on mobile? I'm afraid if I change the template it will ruin the entire page and force us to start all over. It will let me add a full length web part above the others - but this looks terrible/way too wide.

    From your description, sorry to hear that you have experienced some issues. 

    Per your issue, it seems the hero web part on the mobile does not show as the same on the computer. If any misunderstanding, please feel free to correct me.

    May I know whether this happens to both Android and iPhone? If so, could you please try with a test site in another template, and create the same hero web part to see whether the issue can be reproduced. As some features will display differently on the phone, so to narrow down the issue, please kindly try with a new template for the same web part.
