You will need to edit your document in one of the desktop applications to do this.
The section controls you need are not available in any of the mobile apps.

I am trying to start page numbers on a specific page in Word on my iPad, but I can’t find any of the tools/panes/buttons online forums suggest using… Where do I find the option to unlink my sections so that I can start my page numbers on the 3rd page of my document (after cover page and table of contents)? And, also have the page numbers start with 1 (on the 3rd page). I have done section breaks already.
