I have the same problem with accounts with an E5 license. Unlicensed accounts have more features than licensed accounts.

Sometimes I use the Microsoft Clipchamp video editor for simple tasks. I have two accounts, a personal one and an educational Microsoft 365 A3 account.
I reported this using the personal account, after sending screenshots they confirmed the issue, but they told me to contact the institution administrator of the educational account, however after a few emails it got me nowhere.
I think these options have been disabled by some kind of update, therefore the institution administrator can do nothing about it. Furthermore, the Microsoft chat support confirmed it is not a premium feature since it is available in the free account.
Any idea how to solve this issue? Anybody from Microsoft can look into it? (it should affect all Microsoft 365 A3 accounts)
