The mobile versions of Word and the online version of Word were written to be adjunct or helper programs for the desktop applications. They do not substitute for them, nor are they the same.

If you upload the file to OneDrive and open it in a browser in Word for the web, you can edit comments there. Or you can use a desktop edition of Word in Windows or macOS. The iOS version can add comments and reply to them, but cannot edit them.
