Remove a Billing Account & Profile

It would appear that an ex-employee of our company has managed to create a billing account and profile in their name. Can you advise how we can get this removed?

    Under number "4. Remove the Account", when you say "If you have the necessary permissions..." what permissions are required to see the delete option?

    I believe there is no option to delete the profile from the admin center
